Some of them had wheels so they charge extra .

Around here its $5 with wheel or $2 without wheel. They sometimes have tire amnesty to get rid of tires for free. Its a ripoff because they have a "fee" on new tire purchases to cover the cost of getting rid of dead tires and they still charge to accept them at the dump. They bring a grinder in and use them for asphalt and probably make money on that too.
