1965 stepwise wheel and tire help?!

Okay guys so I have a big issue right now , I had 15" rims and coker classics on my truck (7.60-15 4 ply) pretty sure they are 28" tall. Well no thinking Im setting up to lay frame and sold my wheels and tires not realizing that I have a stepside with limited clearance. To lay frame with the 28" tall tire I needed about 10 " . Well i'm not sure yet on the clearance from tire to top of the stepside fender is? anybody know? Also Is it still possible for me to lay frame without moving the bed fender up ? theres only like 1" it can go.... HELP please haha i don't know what to do
