Here's a dumb question lol!

Iam trying to finger out my tire purchase for my new 16 inch rims and my whirlwind chassis mods . So my big dumb question is...do these trucks tires turn inside the fender well. Meaning can the tire be tucked up under the fender and still go lock to lock? I have a rim on there and I can measure to the opening etc but I can't tell really lol! From a lot of pictures it seems the tire is an inch or so up under the ip of the fender.? Ok so I'm not so smart with tires (and maybe other stuff) thanks if you have a way to splain it to me !!
