Holes in fender?

When I pulled the RH inner fender some time ago, I found that someone, perhaps GM, didn't line-up the inner fender correctly. They drilled into front fender pocket and used a sheet metal screw instead of using the fixed nut as intended. It was off maybe 1/2". Someone suggested the inner fender was an after-market, but I wasn't convinced.

So today my son and I did a trial fit to determine why, and it became clear it was just laziness. The fenders line up fine, they just did it wrong. However, we noticed these holes on both fenders pictured below. They're located in approx. the same area on both fenders, only the RH fender has one more hole. I don't see a purpose for these holes, production? Have you seen this before?

Looks to me like someone had a mud flap or running board flare screwed on to them.

While this truck is in great shape, that makes nine additional weld spots (of many) found over the weekend. We prepped the bottom of the bed yesterday, and the painter asked about the holes in the 2nd from rear steel bed rail. We wondered if they were drain holes, but there are three near center. The two on the outside are maybe 9/16" diameter. According to my other truck there should be one in the center. Couldn't tell you why (gas tank?), it wasn't my bed to begin with.

Maybe it's a Monday truck and the installers at the assembly plant were a little hung over?

Fair enough. There were two bars directly across the street from the GMAD plant in Van Nuys. You'd get trampled if you didn't stay out of the way at lunch time. They served beer in pitchers instead of mugs. They'd be lined up on the bar for guys to grab and throw down.
