Sanding vs Wirebrush
You'll probably end up doing both. Anything that'll clean it up! Sandblast what you can and use a wobbly doodad on the end of a drill for cleaning up inside the rails. Do your best to remove any leftover sand. What Paint? I prefer POR-15. I used it on the frame for my Chevelle (and lots of other places) and it turned out awesome. It's expensive, but well worth it. Like anything, the key is in how well you prep.

I'm with shuttermutt - POR-15 all the way. I've almost finished my whole frame with Por-15. All I did is pressure wash it like crazy and give it a light once-over with a wire brush. Por-15 likes a good "tooth" or it won't stick very well. It goes on pretty thin, so when a brush application dries it looks sprayed on.
I'm sold on it. Even though it's expensive, it's still less money than powder coating if you don't mind doing it yourself.
