Radiator support help

I am reassembling a 71 GMC and everything is looking great until I try to install the headlight bezels. Finding top of headlights hit bezel by 1/4”. I have tried to lower radiator support and raise fenders but that won’t make up gap disregarding other panel gaps

Have aftermarket grill, bezels, radiator support, and passenger fender.

At point where I feel I should line everything else up and reposition headlight mounts. Am I missing something and I need to reposition headlight mounts.

Hate to go this route but not sure if aftermarket parts suck on position or I am missing something?
