Clutch rod block-off plate. I think mine has some kind of rubber plug...

I have two....burb and K5, which both have this hole and metal cover.

Not a dumb question. My 70 blazer had some sort of rubber plug. It was automatic.

I thought GM put that there so that guys could run wires through it 45 years later for their LS conversions? I guess I was wrong !
