Any idea the correct mounting points?

Static collector???? Does it prevent static buildup between the hub and spindle? Is that even possible? Never seen anything like that before!

Engine to frame.frame to body and for added reassurance I add another one from the neg terminal to the battery to the body.The trucks with 5.3s in the junkyard have nice thick ground straps attached to the cab and back of the head
