Ground strap location on RH inner fender

This subject came up before. The consensus was the strap screwed onto the hole near the front inside corner of the RH skirt (see pic for reference).

Although the RH fenders on both my 71 & 72 402 with A/C have that screw hole, I found the ground straps per the images below. What are the chances neither are supposed to be at the same location? Perhaps the hole (per images) were used for something else, and both done wrong?........Who knows.

Anyone else have ground straps in the location per the pics? What kind of truck? Why might there be two different locations?

Ive taken apart many dozens if not hundreds of these trucks and the ground strap is always in the front location and attaches to the bottom of the inner fender.

Any reason why these may have a hole per the images? Seems odd two different people would drill a hole in the same place. I'm expecting a unused skirt soon. Perhaps it will have a dimple where these holes are located. Word is the dimples marked for potential drill holes.
