What is the wire?

I recently rebuilt my steering column and added the pulse delay function. I had a weird issue with the wipers not working in the delay mode and the wipers sweeping whenever I touched the stalk. I was sure it was a ground issue but couldn't figure it out so I left the module out for now.
However, I notice in these photos I found online, that there's a larger black wire (red plug on end). Anybody able to tell me what that wire is for? I don't recall having that wire on mine. All the guts in my column are brand new AC Delco stuff if it matters.

That wire is coming down from the cruise control built into the turn signal / wiper arm

Thank you. I remember that wire now. I had cruise before I rebuilt the column and got rid of it.
