Lightbulb normal style caps on rallys

Check these out. I saw them at the Goodguys show in AZ. I dont know how they did it but if anyone has an idea, let me know.

i wish i could draw a picture. this thing comes in 3 pieces. a piece that is bolted on to the wheel with the lug nuts, this piece has a threaded cylinder that sticks out from the wheel. the second piece is the cone shaped cover that has a hole in the middle that fits over the threaded cylinder. the third piece is the knockoff that screws onto the threaded cylinder holding the cone shaped cover on. i believe that's how it works.
