Rear drum brakes on 66 1/2 ton

Have a 66 long bed 12 bolt rear. Took drums off. Brakes do not have a spreader bar across the top, is this ok or did PO just forget to put them in? Also missing parking brake lever on drivers side, anybody know a source for these? (Fits behind shoe)

You need these parts for the emergency brake to work. Guys often leave these parts off as it is easier to do a brake job without them.
The crossbars are available at a parts store. The lever will need to be found used.
