Dog Dish hubcaps - are these original?

So these have been on my Dad's 70 c10 that I am restoring from the time I can remember. I don't think any came from the factory in white like this but figured I would ask if anyone knew if they did nor not. I am thinking about restoring them and finding some 16" 6 lug steelies to put them on. The stock 15" wheels will not work with the disc brake conversion I did up front.

Did these every come white from the factory?
If so what color was around the blue bowtie?

Anybody got a recommendation on where to buy new 16x8 6 lug steelies that would accept these dog dishes?

I believe that those are earlier (like 1960) vintage caps with the bow tie painted blue instead of red.

They look like the correct caps but painted over. Should look like the pic lolife posted
