New mirror arm bases are bowed, is this normal?

Added a pic. Just got these 67-70 standard round mirrors and the arm bases are both bowed and don't sit flat. Before I call where I bought them, take a look. Doesn't seem right, thanks.

I think they should be at least flat if not concave, but when you torque them down I think they'll flatten out against the gasket and door

Bolt em up and see if the pull down, if not then call the vendor.
