Is there a product that I can put....

on the bed of my truck to smooth out all the little rust poks. Bondo won't work on a bed of a truck..correct? Maybe some sandable steel paste...or am I dreaming?

weld the holes then buy one of those cheap epoxy roll on bed liner kits from bondo. (wal-mart). That might not look too bad?

all metal is cheap, its like filler with metal ground into it so its a little stronger, little, key word, i truly believe in por15 if you cant get to a welder.
