On the build sheet what is FLT V E CNSTR?

Could this be Fleet vehicle construction?

fleet vehicle incentive perhaps. They change over the years, eg: VA9 was a specific church group fleet incentive at one time. TE9 was some elevator company fleet incentive as well. Both mean something different now, but if you got a visible rpo code with that line might lead to something.
