Are the second row suburban seat brackets the same as Blazer rear seat brackets? How much rust on the brackets?

No sir. Front are taller and rear legs completely diff

They are different. Blazer and suburban 3rd row are the same. Suburban second row front legs are taller to accommodate for the “shelf”.
