Could these have been used to lift hardtop off?
Could this explain what these might have been for?

Maybe a rack was on there at some point. I think that would put way too much stress on the lift points if you removed the top that way, unless it has bracing on the inside.

I would definitely not recommend trying to lift the top with those attachments.
The board may be there to deal with the bowing that's common in double wall tops.
