What year did the pressure release thingy in the driver's side door jamb first appear?

vents
From what I've seen they appeared in '71 but not all '71s have them. I had a '71 GMC that does and a '71 Chevy that didn't, I don't believe make has anything to do with it though. I remember thinking that all '71s had them and maybe the cab wasn't original but I asked the local experts and that was the info. I was told.
As far as that '69 parts truck, does it have a throttle cable or rod? Not that these can't be change but if it is a cable, possible that the cab is not '69. If it was coverted to a cable, the holes should still be on the firewall where the bracket bolted that held the pivot arm for the rod (I think).

It has outta state plate's on it, has a title, and it's hard to read the frame # to see if they match the vin#(too much oil, greese and crap... I did have a friend who is a sherrif call in the plate's and the truck is not stolen??? Should I buy if for 100$$
