Is this correct for the p/steering frame clamp?

I found this in a bunch of parts I have.
Is this correct bracket for the power steering lines frame clamp?
It doesn't seem correct to me as I thought the retaining bolt went in from the top?
If it fits I may use it, in this application, even if it's not technically correct.

After I wrote this I found it in the manual. Called a clip.
Guess it is not correct. Anyone know where I may have come from?
