Nvbowtie / Timing Tab?

What kind of timing tab is that in your second picture of your engine? Is it part of the timing cover or bolt on? Where did you get it? Reason so many question is that looks perfect for what I need. I have an after-market harmonic balancer with the suggested (tevia?) pointer. It is so hard to try and time it is not even funny. It be killer if I didn't have to run a waterpump but I do. So the pointer is hiding under the waterpump. I can see the pointer tip but never can get the timing light to go on it. They just never line up like they should.
