Hey! Mine's got a big one of those right in the middle of that thing that connects to the part next to the other piece. I've often wondered why the part above the item next to the little piece across from the top doesn't have one, too. Either way, I'd be willing to sell mine for, oh... $250 (+ shipping)

Maybe describe the thing you're looking at, or we can all guess. My guess is you might be talking about the throttle idle positioning soelnoid? If it is round, has or formerly had a harness run to it, is located on the drivers side front of a four barrel, and is pointing square at your throttle linkage, I win! Any other guesses?

It is on a two barrow carb at the top and looks like a vacuum fitting, and is not hooked up to anything.

Is your choke pull off diaphragm hooked up if it's an auto choke?

is the vacuum advance hooked up?

I believe thats for emissions and hooks up to the charcoal canister.
