Hi beams work low beams don't

I am trying to figure out why my LED low beams are not working. This is what I know:
-Dimmer switch does read 12v on both hi and low legs
-No voltage at headlight connector for the low beams. 12v on the high side leg
-Using a 28 circuit Painless Wiring Harness

Does anyone have an idea if there is a connector between the dimmer and headlight connector? Besides the fuse block.

-Tail lights do not come on when parking or headlights activated (But I think that might be a separate issue)
-Front parking lights come on
-Turn signals work properly
