SBC break in question

Dilemma: Rebuilt sbc 350 with roughly 10 hrs on it, had 190 compression when new, now down to 120 in all cylinders give or take, and only 12 inches vacuum at idle. Compression loss possibly due to idling too long trying to get it running right and cylinder walls glazing over, and low vacuum is probable throttle body vacuum leak at throttle shaft (the shaft wiggles) along with low compression not creating enough vacuum. Other vacuum leaks checked and fixed, new throttle body ordered. Runs ok otherwise. Engine hasn't had hard break in under load yet, just driven in town on flat ground a bit, but with only 120lbs compression, and roughly 10 hrs run time, is the window to do that closed? Even if the rings could still seat somewhat, there's no way it would get back to 190, correct? Wondering if the bores need to be re-honed with new rings and start over, or if it's not too late to be driven hard up and down hills under load, etc. to get rings to seat. First time doing this, asking for a friend...
