71 Horn contact, bewildered?

I have tried 3 different cancelling cams and can't get power through spring loaded pin that comes up through it. I put a test light on all of them and have power to brass ring but nothing up to the pin. I'm baffled, TIA.

I've run into that issue before. It was caused by oxidation where the spring touches the metal plunger. The plunger can be pulled out by tugging on it firmly to dislodge the red locking ring. Then you can clean up the ends of the spring and the surfaces that the spring touches with some fine sand paper. You might also want to try just spinning the plunger a bunch to see if you can get the spring to scrape through the oxidation without taking anything apart.

It provides a ground.

Three wires at the horn relay.

Green- Provides the hot to the Horn
Red- Hot setting at the Relay
Black- Ground from the column
