Got new intake manifold gasket...do I need the "heat riser restrictor"?

Since I don't have smog, and my choke is electric, do I need the heat riser restrictor thingy?
The heat riser restrictor is that little metal piece up in the top right corner.

If you don't use the restrictor, you're intake will get warmer, raising the temperature of the intake charge. This is the opposite think you want. If you are creative, totally seal the passage off on both sides to keep the intake cooler. You will notice that on all serious performance intakes, this passage is non-existant. I seal mine off totally to keep the air charge cooler, and to keep the underside of the intake cleaner. Oil will carbonize when it touches the hot intake, just take the stock splash shield off of a stock intake to see what I mean.

You can run more timing on a non heated intake Some gasket kits acutally come with the things to block the center ports off .

Mr gasket sells some gasket with a printed seal that do not have a hole in the center

A little heat in the intake is a good thing for a street engine. It will let the fuel atomize a lot better. If kept cold the fuel will stick to the intake floor much easier. This is not a race engine you are working on here. Use the restrictors and be done with it. If you don't let a little heat get to it, it will run like crap until it gets warm. I know you are in Cali, but the engine still gets cold and must run until it gets up to temp.

Yeah, I agree with you Mike...I've been running NO restrictor this entire time! hahaha. Man, I'm seriously anxious to see how this thing'll run when it's all back together later tonight...besides the fact I put my stock #62 jets back in the primary side, haha.
