Wonder why the 1776 was not availible to NY state and DC dealers?

Just a little side note.... the asterisk indicates that the rear decals were not available with these packages as you can tell in the pics.

Maybe those weren't available in NYC and Wash DC because they looked like the decals the police had in those states?? Just a guess
