PROBLEM SOLVED - Well, as silly as it sounds, it was something trivial, but hard to find.

I left a washer off the bolt on the break pedal that secures the brake light activator. Without this washer, the bolt was hanging up on the steering shaft. Nothing related to the brake system itself.

I guess that makes baldmike the winner because his suggestion was closest to the actual problem, HA! In all seriousness Jonboy and 85X3, I appreciate your input on this problem.

The breaks are working great now!
