I'm not sure what dictated low or high hump. My '66 Burb came originally with a powerglide, but now has a TH400. Even though it is moved ahead a little, I think there would still be room in the stock location with a low hump.
The '69-'72 Blazer tank kits are a pretty good deal. But since your rear frame is a '73, you should be able to use a '73 and up Blazer tank, or even a '73 and up Suburban tank.
