I always run a rubber gasket behind the dust shield.
I'm not sure it would make any difference if you left it out.
Some brake kits don't even have a dust shield. I don't think it would be a big deal, either way
Painting rotors and calipers is a personal choice.
But they will rust if you don't.
(unless they are zinc plated rotors and aluminum calipers)
