You need to check that fuel pressure first. The pump can run and it not build enough pressure to start the engine. That Vortec will not start at 16 psi. It's got to have 58 to 60 psi to run. Buy or borrow a fuel pressure tester and start there. An old friend used to try pound that into everyones head. Fuel pressure, fuel pressure, fuel pressure. If it ain't right it won't run right.
