I understand the concern. I think some of the water runs in from the top, down along the gasket on the sides and seeps to the inside. Those holes or slits are actually drain holes so the water doesn't sit on the top of the dash. I would imagine they were put there for the condensation on the inside of the windshield rather than leaks, but who knows...
