If you're money challenged you can use a bastard file to remove the heads then a sledge and a simple railroad spike to pop them through. It takes a lot of back-and-forth but it's cheap and effective. The RR spikes you can find anywhere anymore and they're TOUGH.

Just a poor man's air grinder. It ain't fun, but it'll put some muscle on ya in places you didn't know you needed muscle.
