I'd have to go along with what Ole dollar said in post 2. When you work the throttle by hand and look down in the throat of the carb you should see a squirt/spray of gas out of the accelerator pump discharge nozzle. If the pump is installed/assembled correctly and hooked up correctly you might be correct in that you have a passageway plugged.
You do have the accelerator pump rod hooked up between the throttle lever and accelerator pump lever? drawing on the left side.
