Federal law cares. I've seen a few friends swap vins around with Rosette rivets and no one bats an eye, but use regular rivets and that sets off red flags. If you're going through the trouble do not use regular rivets, that will land you in jail and receiving fines, plus your truck is confiscated. No one wins. Get a bill of sale to coa. DO NOT DRILL. Would like more input, Is the A/C cab at the firewall heater box area different in the mounting/ screw pattern of the A/C unit on the firewall? mjgord51

Yes , the heater box holes are completely different .

I am just did this on my rusted out base model '60 C/10 , I wanted AC and now have to fiddle with all that .

FWIW , they do sell inexpensive " AC Delete " covers so that's not a big deal .

If ever you get pulled over in Cali. and asked to step out of the vehicle and they see non rosette rivets , you will begin to care a whole bunch really fast .
