1/2 inch is 6 to 12 degrees depending where you measure.

Checked the carb and make sure it isn't all gummed up inside. The ethanol in fuel these days can cause alot of issues, especially with carbs.
I had a similar issue. It started as intermittent hard starting issues. After a few weeks it just wouldn't start. Opened up the carb and found all kinds of crud caused by the ethanol.
