If it's running hot put in a 4 row. Make sure the shroud fits tight to the rad and seals to it. Make sure the fan is about halfway into the shroud. Run a good clutch fan or an electric. Flex fans like to come apart. Fan performance is optimal with about half the blade in. With all that and a good t-stat it shouldn't overheat in any weather period.
