Mine went on with a bolt, only need the puller to take it off. I would make sure to use a grade 5 or even 8.

The right tool goes a long way. But If I were going to do it without, I would put the pulley in the oven at maybe 275-300 for 20 min or so, and the pump in the freezer overnight. If you are fast, you might get it most of the way on without a puller tool kit.
