On my Burban I tore the linkages apart, cleaned and lubed everything. Replaced the shaft seal and greased the shaft, then reassembled. (The seal made a noticeable difference in speed) It works much better now. A little slow for the first 30 seconds or so but then it works good. I have had to use the high speed on occasion when the rain is heavy. It is my daily driver here in NW Oregon. I haven't found any time yet when high speed wasn't fast enough. But I also haven't experienced any deluges like the ones I experienced back in Virginia years ago.
I had to drive the old ladies Lexus a couple of weeks ago in the rain and I'm so accustomed to the slower speed of the truck's wipers, the Lexus's wipers were freaking me out as they are violently fast. I also installed a intermittent wiper controller from Revolution Electronics. It is great and no where near as expensive as some other options.
