12vdc is a low for good battery, was it 12vdc exactly or 12.6, 12.8, ?? should check while connected, you can jump the relay with remote start switch if you don't have an assistant.. if voltage drops significantly, check battery, may have drained during other repairs.. bad horn chassis mounting grounds can create weak voltage to horns also.. if you check lead while disconnected may only get surface voltage, basically a false reading while not under load.. if battery voltage is good, 12.8vdc neighborhood, and voltage at the horn is within .5vdc max acceptable drop, likely b/o horn.. was horn working previously right until column repairs or has it been a while since used/tested? may just be coincidence? another recent thread, member notsolo and both of mine were b/o horns.. http://www.67-72chevytrucks.com/vboa...rn#post8697804 good luck!
