Yes, flipping the brackets allows more shock travel since they're now .750" below the bottom of the T/A vs. .750" above. They do fall below the scrub-line on the T/A but I don't recall them being lower than say the brake drum.

On lowered T/A apps (using lowering blocks), if over 1.5" blocks are used, the U-bolt ends are usually the lowest point & are below the scrub-line
