I scraped away some of the backing around the pin holes in a rectangle slightly larger than the pedals profile to let the carpet sink a little to let the pedal squash down onto the pins. It was still a pain, took a piece of wood and to hold onto the pedal that I could hit a hammer. Couple solid hits and it finally seated in.
