Headlights don't have fuses.. Built into the headlight switch is a circuit breaker. Reverse lights are a totally different circuit and have nothing to do with turn signals, brake lights or dash lights.. Go back to square one -- check fuses and obtain a wiring diagram so you will know where all those wires and circuits get their power.
