No, there is ways to be able to register it again. Mechanics can put repair lien on vehicles and if not paid can apply for a title, I'm not sure if Pennsylvania can do this but I know Marylanders can. It could be sold to a friend in a state that only needs a receipt and then resold back to you with the needed paper work to get a title. Just like someone installing the wrong vin plate on a vehicle there are ways under the radar to get another title. The vin plate is the biggest issue the paperwork can be had.
