It's likely a combination of both the motor and the wiper arm transmission. Mine were unbearably loud and slow. I got a spare motor to tear apart and rebuild. In addition I removed and lubed the transmission and now it's whisper quiet and easily twice as faster. Make sure the rubber bushing at the firewall isn't hard and the motor shaft is smooth and lubricated
