Angry too much play in power steering

I have a 98 4.3L Z-71
I recently changed my power steering pump, box and lines. I have two problems: 1. I have a loud whine when I have the engine over approx. 2100 RPMS. The parts were shipped with a preservative that foams up. I think I need to flush the power steering fluid, but not sure.
2. I have way to much play in the steering and was wondering how to tighten it up. Its almost scary the amount of play I have in it.
Any help would be nice.
