The key does have to be in the cylinder when you insert it. then turn to on and back and the pin should hold the cylinder in place.
I'm betting that Leegreen nailed it in that they damaged the pin or the part of the switch that holds the cylinder in. I'd have to take a switch apart to figure out what actually holds the cylinder in place while the pin acts a stop on how far it can turn.
