Looks like GMT400 sheet metal to me, It does have the work truck grill. Same as the GMT400 based 2000 I have.

Edit- Yes I see the square body 88-91 1 ton dually's. But they are complete pickup trucks with dually beds. When I find a chassis/cab with or without a box, flatbed etc it seemed to be the newer metal.
